Economically Weaker Section (EWS) Certificate in Assam
EWS stands for Economically Weaker Sections. It's a certificate given to people belong to economically weaker sections of the society. This category is completely different from other backward classes or SC and ST categories. It is a new kind of reservation for General category.
The EWS sub-class is applicable from 2019. On January 12, 2019, the EWS law
was passed by the Indian President. Gujarat was the first state to pass the
law on January 14, 2019. The Government of India has
reserved 10% for general category candidates in the EWS sub-category.
This does not include the OBC, SC and ST categories.
The Government of India (GOI) sets the eligibility criteria for EWS certification. Applicants must meet the EWS criteria to apply for a reservation in this category. The EWS eligibility criteria as per GOI are -
Reason for exclusion:
1. The benefit of reservation under EWS can be availed upon production of an Income and Asset Certificate issued by the Circle Officer or Circle Officer (A) of the Revenue circle where the candidate and/or her/his family normally resides.
2. The Income and Asset Certificate issued by any one of the following authorities (given below) in the prescribed format (Links at the bottom) shall only be accepted as proof of candidate's claim as belonging to EWS -
a) The Officer who issues the certificate would do the same after carefully verifying all relevant documents following due process as prescribed.
b) The crucial date for submitting income and asset certificate by the candidate may be treated as the closing date for receipt of application for the post, except in cases where crucial date is fixed otherwise.
c) The appointing authorities should, in the offer of appointment to the candidates claiming to
be belonging to EWS, include the following clause-

1. Passport-sized photograph.
2. Address proof (Aadhaar card etc.)
2. In case all posts in State Government reserved for EWS are not filled up by candidates belonging to EWS category during the recruitment process due to shortage of eligible candidates, the balance posts will be filled up from candidates of unreserved category.
3. Persons belonging to EWS selected against the quota for persons with benchmark disabilities/ex-servicemen shall be placed against the roster points earmarked for EWS.
a) District Magistrate/Additional District Magistrate/ Collector/ Deputy Commissioner/Additional Deputy Commissioner/ 1st Class Stipendary Magistrate/ Sub-Divisional Magistrate/ Taluka Magistrate/ Executive Magistrate/ Extra Assistant Commissioner
b) Chief Presidency Magistrate/Additional Chief Presidency Magistrate/ Presidency Magistrate
c) Revenue Officer not below the rank of Tehsildar and
d) Sub-Divisional Officer or the area where the candidate and/or his family normally resides.
EWS is an income certificate. Applicants who belong to the economically
weaker section, can apply for this government issued quotas while seeking
Assam Govt Jobs or applying for college. If you are from an economically
weaker section (or believe to be) and want to get the benefit, then you
have to produce a valid EWS certificate issued by government officials or competent authorities.
Eligibility Criteria for EWS Certificate in Assam
The Government of India (GOI) sets the eligibility criteria for EWS certification. Applicants must meet the EWS criteria to apply for a reservation in this category. The EWS eligibility criteria as per GOI are -
1. Candidate should belong to the general category.
2. Applicants who does not belong to SCs, STs and OBCs caste and
can't avail of their benefit.
3. Any Person whose family has gross annual income
below Rs. 8.00 lakh (Rupees Eight lakh only) can seek
the benefit of reservation under EWSs category.
Reason for exclusion:
Anyone whose family owns or in possession of any one of the
following assets, regardless of household income, is excluded from being
recognized as an EWS -
1. 15 Bigha of agricultural Land and above in rural area.
2. 1 Bigha of residential land and above in rural area.
3. 1.5 Katha of land in notified Municipal Corporation/Municipal Board/Town Committee Area.
4. House of built up area more than 1000 Sq.ft. and above in notified Municipal Corporation/Municipal Board/Town Committee area.

Notes -
1. Income from all sources i.e. salary, agriculture,
business, profession, etc. for the financial year prior to the year of
application.
2. The property held by a "Family" in different locations of different places/cities would be clubbed while applying the land or property holding test to determine EWS status.
3. The term "Family" for this purpose will include the person who seeks benefit of reservation, his/her parents and siblings below the age of 18 years as also his/her spouse and children below the age of 18 years.

EWS Certificate Issuing & Verifying Authority

The appointment is provisional and is subject to the Income and Asset Certificate being verified through the proper channels and if the verification reveals that the claim to belong to EWS is fake/false the services will be terminated forthwith without assigning any further reasons and without prejudice to such further action as may be taken under the provisions of the Indian Penal Code for production of fake/false certificate.

Income and Asset Certificate submitted by the candidate through the
certificate issuing authority.

How to apply for EWS Certificate in Assam?
Documents to submitted for Income and Asset Certificate
1. Passport-sized photograph.

4. Salary slip (if employed).
5. Land/property documents like Land revenue receipt (on verification
by LM in case of farmer).
6. Affidavit/Self Declaration.

Important Notes regarding appointment by EWS category
1. A person belonging to EWS category can not be denied the right to
compete for appointment against an unreserved category. Persons belonging
to EWS who are selected on the basis of merit and not on account of
reservation are not to be counted towards the quota meant for
reservation.

Validity of EWS certificate
The validity of the EWS class certificate is determined by the
competent authority given above. Each certificate has a specific period
of time. They are usually valid for one year. If the candidate
uses the certificate for any purpose, including acceptance or
recruitment, officials will approve the certificate by verifying it's
validity. Hence, candidates should check its validity before using it
for any purpose.
How long does it take to issue the EWS Certificate?
It takes anywhere from a day to a week for the EWS Certificate to be
issued.
