About SEBA

The Assam Secondary Education Act of 1961 (Assam Act XXV of 1961) was passed to establish a Secondary Education Board to regulate, supervise and develop Secondary Education in the state of Assam. The Act entered into force on January 29, 1962 with the publication of the Government of Assam, Notification of the Department of Education No. 159/61/37 dated 1/29/1962. Thus, the Board of Secondary Education, Assam (popularly known as SEBA) was born on March 14, 1962. It began to function with the 11-year leadership of H.S.S.L.C. 1962 exam. According to the provisions of the law, the government. of Assam formed the Board with Sri S.C. Rajkhowa, D.P.I., Assam as president and Md. N. Islam, inspector of schools (Central Assam Circle) as secretary.

ACCOMMODATION

The Board was first seated in the Conference Room of D.P.I.'s Assam office in Shillong. He was transferred to a rented house in Rehabari (Guwahati). The Board functioned here from 6/1/1962 to 2/26/1963. The Board office was later moved to the former university campus of the University of Gauhati, Panbazar (the then New Hostel campus of Cotton College) where it operated from 2/27/1963 to 01/15/1976. A part of the office functioned in Bhagawati Prasad Baruah Bhawan, which housed the President, the Education Officers and the Evaluation Unit during 1965-66. The Board office was moved to the Assam-type building constructed on its own premises in Bamunimaidan, Guwahati-21 on January 16, 1976. On this occasion, the opening ceremony was held with Sri HN Talukdar (Honorable Minister of Education of Assam) in the presidency and Sri Sarat Chandra Sinha, Honorable Chief Minister of Assam as the main guest. The current site comprising 6 bighas of land was assigned by the Government of Assam to the Board in 1965. The then Minister of Education, Sri D.K. Barooah assigned these 6 bighas to the Board in a 99-year lease. The lease was executed by the Board by paying Rs 1 (one) lakh as advance rent for the entire period. The current multi-story building (plinth area 1575 square meters) built alongside the Assam-type building was completed in 1989.

BOARD JURISDICTION

SEBA's jurisdiction was the territory of the former State of Assam which encompassed the entire north-eastern region of the country. With the creation of the Meghalaya, Nagaland, Manipur, Mizoram, Tripura and Arunachal Pradesh Provinces / States outside of Assam at different times and with the establishment of their own School Education Boards, SEBA's jurisdiction was reduced. Currently, the territory of the State of Assam falls under the jurisdiction of the Board.
